Is there a secret space program?

There is much information today from whistleblowers, that is retired or former military personnel, who have talked about the military or government involvement with UFO's and ET's, but also have bases on the moon, Mars, and other planets.  The history allegedly goes back to first contact with German's pre-World War II.
